1 Minute Rule - Clarification

At the league half year meeting the 1 minute rule was voted in for use during the summer season

This post is to clarify more about this rule and how it will affect matches

If anyone thinks I have missed anything, or got something wrong, please let me know and I will update this post accordingly. I will then arrange for this to be sent to all league teams, as many dont use this site.

Which team provides the stopwatch?
The home team

Who is the main referee for match now?
The away team with the timekeeper shadow reffing

The time keeper sees a foul can he/she call it?
Yes the timekeeper has the same authority as the away team referee for calling fouls

When does the timing start at the start of a frame?
As soon as the breaking player has control of the table

When does timing stop/start during a frame?
As soon as the balls come to rest from the previous shot. Or if the white goes in off, as soon as the oncoming player is either given the white by the referee, or it is placed on the table for him/her

What if something/someone is in the way for a shot? A timeout can be called. The player may ask for a timeout, or the referee can ask for one

What does the timekeeper do when a timeout has been called?
Call timeout. When the player is no longer obstructed timekeeper calls "Time Running x seconds" where x is the number of seconds that have elapsed so far and continues the timing

The player in control wants to get a drink during a visit can a timeout be claimed?
No. Timeouts are only for factors like moving obstructions before a shot can be played, or waiting for another player to play a shot on an adjacent table

A rest/spider is needed for a shot. Can a timeout be claimed whilst it is being obtained?
Yes

30 seconds have passed on the stopwatch. What happens?
The timekeeper calls 30 seconds. This should be called irrespective of whether the player is about to play a shot or not. The timekeeper should ensure where possible that the player in control of the table hears this call. Because a time foul will occur if a shot is not played within the following 30 seconds. As a general piece of advise, a player in control of the table should wait for the 30 second call if he/she is about to play a shot and feels it will occur soon, to avoid being distracted when the call is made.

Player has not played a shot within 1 minute. What happens next?
The timekeeper should call time foul. If queried, the timekeeper shows the time to the player/person who has queried. The oncoming player then has 2 options
1) play from where the it is
2) Request that the referee picks up the white so that it can be played from behind the line

Can a free ball be played after a time foul?
Yes but only if the player is foul snookered. If the player has requested the white, the referee must be certain that there is nowhere the white can be placed behind the baulk line that the oncoming player can see both sides of 1 of his balls (the criteria for a foul snooker)
