I've just read the 'crib sheets' that were emailed to us recently and was bored enough to look up the exemptions to WR that still exist in our rules. I was surprised to find that I didn't even know WR allows you 10 secs to move away from the table, much less that Croydon exempts this. Does this mean that that I can walk around inspecting the table for a full minute after my shot and if my opponent doesn't play his shot while I'm doing this he gets time fouled?

I think you'll find that it is to stop the player who has just played a shot delaying the incoming player. But in theory you could stay at the table after your shot until the time ran out but it is not "in the spirit of the game" and if you were obstructing the incoming player he could call a time out anyway.
